MCPSC seeking Board Training Services and Support

See attached scope of work. Bids due November 4, 2020, 5 p.m. to robbyn.wahby@mcpsc.mo.gov

Scope of Work

Questions from potential bidders:

What’s the expected start time/date for the work?  January – June, each year.

What’s the budget (range)? We’ve not contracted out for this in the past.  We’re a tiny state agency.  We operate on sponsorship fees.

What’s the funding source? Sponsorship Fees.  New schools do not generate fees for the Commission until they start operations.

Are there specific objectives or outcome measures that the Commission has or that are otherwise associated with the work (e.g., specific deliverables associated with the funding source, satisfying legal requirements for board training)? No, related to funding or statute. We want all boards to have a basic understanding of their role and responsibilities prior to the start of year 1 of operations.  Specifics will be developed for each board, based on their the board's experience.

Is school participation mandatory (e.g., a pre-start requirement) or voluntary?  Pre opening requirement

Have the (4) schools been identified/selected for Y1? 2 schools have been sponsored for 2021 opening; one is approved by SBOE.  Second is scheduled to be approved in December.  We have one LOI for 2022, and there are an additional three EIR’s via The Opportunity Trust.

Is this automatic based on who/how many get approved or should participant selection be part of the scope? We will only use this contracted service if we have new schools in pre-opening.

What’s the expectation for school leader/ED/CEO engagement in trainings and support? Negotiable with the contractor.  Some sections are related to the ED and other are not. Clarify in your proposal who you will include.

Who currently provides this serve for you all? This is a new contracted service for us.
