The Missouri Charter Public School Commission sponsors quality charter public schools. The Commission invites interested and qualified attorneys/legal firms to submit a proposal to provide legal services, as they arise, for the Commission to help it successfully implement its mission as an independent chartering board.
The Commission anticipates this to be an annual need. Legal services needs include, but are not limited to:
- Advise and assist the Commission in the preparation of all legal documents and where legal drafting may be required from time to time.
- Confer with and advise Commission on legal matters when requested.
- Rendering legal opinions on matters submitted by the Commission.
- Approve the legality of contracts when required and requested.
- Serve as closure coordinator or advise closure coordinator in the event of a school closure, as requested.
- Handle legal questions and matters arising from charter contracts of the Commission.
- Review and approve documents pertaining to the intervention, probation and closure of charter public schools sponsored by the Commission when requested.
Please provide a description of individual/firm’s qualification and experience. Provide a description of any other charges for all categories of staff who will be assigned to perform the work. Descriptions of respondents’ qualification and experience must demonstrate a:
- Broad and practical knowledge of public education statutes, regulations, requirements and related procedures. Knowledge related to Missouri preferred.
- Broad and practical knowledge of charter public school statues, regulations, requirements and related procedures. Knowledge related to Missouri preferred.
- Experience with public agencies. Missouri preferred.
- Broad and practical knowledge of charter school authorizing. Knowledge related to Missouri sponsorship preferred.
- Strong analytical and interpretive skills, as well as verbal and written communication expertise, particularly with regards to public education and public charter schools.
- Skills, capabilities and work experiences of a demonstrated level that would assure completion of the scope of work in a timely and satisfactory manner.
- All necessary and/or required licenses, registrations and certifications, and required insurance coverage.
- No perceived actual or potential conflicts arising from relationship with current operating charter public schools in Missouri.
This annual contract may be renewed twice (for a total of 3 years.) In response to this bid, please include a fee schedule:
- Hourly Fee for legal services – professional personnel
- Hourly Fee for legal services – paralegal
- Hourly Fee for legal services - clerical
