MCPSC seeks qualified bids for School Quality Review (SQR) of Pathway Academy, a Kansas City charter school.

School Quality Review – Pathway Academy

Within 45 days of award, a successful contractor will conduct a summative review, report and feedback, based on the criteria in the Commission’s School Quality Review (SQR) Protocol for Pathway Academy, a K-4 charter school, which transferred sponsorship to MCPSC on December 4, 2018.  Pathway Academy had been placed on probation by their prior sponsor, UMKC, due to poor academic performance.  MCPSC seeks to understand and explain how well the school is working to educate students and if it has met the conditions of its probation.

Based on the information provided by Pathway Academy and this SQR on operations, finance and academics the Commission will determine if probation terms have been met, and if they have, if renewal is warranted.

  • The successful contractor must faithfully implement the Commission’s SQR protocol.
  • The successful contractor must have demonstrated success in using school quality protocols, including but not limited to the use of research based practices in classroom observations. 
  • The successful contractor team members must have a minimum experience of 5 years each, in conducting formative analysis and site-visits of elementary charter schools.
  • The successful contractor must include one member of the MCPSC staff or its designee in the site-visit review team.
  • The successful contractor must train one member of the MCPSC staff or its designee in the use of the SQR protocol guidance to assure team consistency in review and reporting.
  • Bid must include travel.
