MCPSC Seeks Bids: AFIA School Quality Review

MCPSC is seeking bids from quality individuals or companies interested in providing a School Quality Review, using MCPSC's protocol.

School Quality Review – Academy for Integrated Arts

Within 60 days of award, a successful contractor will conduct a formative review, report and feedback, based on the criterial in the Commission’s School Quality Review (SQR) Protocol for Academy For Integrated Arts (AFIA), a K-6 arts-infused charter school, which transferred sponsorship to MCPSC on October 3, 2018.  AFIA had been placed on probation at renewal by UMKC due to poor academic performance during its previous (1st) charter contract.  MCPSC and AFIA seek to understand and explain how well the school is working to educate students and determine the next steps.

Based on the information provided by AFIA and this SQR on operations, finance and academics the Commission will determine if probation is warranted. The results of the SQR will be used to determine an intervention plan and will inform the required deliverables in the remaining years of the performance contract.

  • The successful contractor must faithfully implement the Commission’s SQR protocol.
  • The successful contractor must have demonstrated success in using school quality protocols, including but not limited to the use of research based practices in classroom observations.
  • The successful contractor team members must have a minimum experience of 5 years each, in conducting summative analysis and site-visits of elementary charter schools.
  • The successful contractor must include one member of the MCPSC staff or its designee in the site-visit review team.
  • The successful contractor must train one member of the MCPSC staff or its designee in the use of the SQR protocol guidance to assure team consistency in review and reporting.
  • It would be preferred that the successful contractor include a team member with experience with schools that offer an arts-infused curriculum.
  • Bid must include travel.  Please separate out the local logistical cost.  If possible, MCPSC will provide support but may have to rely on contractor. 
  • Bid should also provide information on the cost of a School Improvement Planning Session, which is optional and paid for by AFIA, if they choose to engage.
